NYU and Penn are large, expensive private schools. A lot of US residents who get accepted to those schools will go somewhere else that is cheaper. This is also why they go so deep into their wait lists. International students will have to pay a lot wherever they go and often privates are their only options, hence the large proportion of them at these schools. UDM is similar and I'd guess a lot of the international students are from Canada since they're so close, specifically Toronto lol.
